Authority (VPRA) is a political subdivision established by Chapter
1230 of the 2020 Acts of Assembly. VPRA is responsible for
promoting, sustaining, and expanding the availability of passenger
and commuter rail services in the Commonwealth, including all
administrative and fiduciary responsibilities for Virginia's
state-supported passenger rail services. The VPRA also funds
Virginia Railway Express (VRE) and administers all capital
expansion projects, infrastructure, and land acquisitions related
to the $3.7 billion Transforming Rail in Virginia initiative, which
will double Amtrak and VRE service in Virginia over the next
decade. The VPRA acts as a "responsible public entity" for the
acquisition, construction, improvement, maintenance, or operation,
or any combination thereof, of a "qualifying transportation
facility" under the PublicĀ Private Partnership Act of 1995. Are

from you! The Virginia Passenger Rail Authority (VPRA) seeks a
dynamic finance professional to join the Financial Planning and
Analysis (FP&A) team. The FP&A team is a key function
supporting the VPRA's passenger train operations and capital
infrastructure program. The Financial Planning & Analysis Manager
will be responsible for managing the financial aspects of
grant-funded programs, with a primary focus on preparing,
submitting, and tracking reimbursement requests from multiple
funding partners. These partners include state agencies (such as
VRE and VDOT), local governments, and federal agencies, including
the Federal Railroad Administration (FRA). The position ensures
compliance with grant requirements, accurate financial reporting,
and timely reimbursement of eligible expenses. Knowledge of federal
grants and cost principles is strongly preferred. Responsibilities
With oversight from the Director of Financial Planning & Analysis,
the Financial Planning & Analysis Manager will: Prepare, submit,
and track reimbursement requests to funding partners, including
VRE, VDOT, localities, and federal agencies (e.g., FRA). Ensure all
reimbursement requests are accurate, complete, and supported by
appropriate documentation. Monitor grant expenditures to ensure
costs are allowable, allocable, and reasonable under applicable
grant agreements and regulations. Reconcile grant-related accounts
and ensure consistency between accounting records and reimbursement
submissions. Maintain compliance with federal, state, and local
grant requirements, including applicable federal regulations (e.g.,
Uniform Guidance, 2 CFR Part 200). Assist with the preparation of
required financial reports for grantors. Support internal and
external audits related to grant-funded programs by preparing
schedules, documentation, and responses. Coordinate with program
managers, project staff, and external partners to obtain necessary
financial and programmatic information. Serve as a point of contact
for grant-related financial questions from funding partners and
internal stakeholders. Track grant budgets, amendments, and funding
agreements to ensure reimbursement requests align with approved
terms. Maintain organized and auditable records of grant
agreements, reimbursement submissions, and supporting
documentation. Assist in improving processes related to grant
accounting, reimbursement tracking, and reporting efficiency. Serve
as the point of contact for new grant applications, providing
support in the preparation and completion of grant budget sections.
Other related duties as assigned. Required Education: Bachelor's
degree in accounting, finance, business administration, or a
related field. Preferred Education: Licensed as a Certified Public
Accountant (CPA). Required Experience: Minimum 3 years of
experience in accounting, finance, or grants management with
progressive career growth. Experience working with federal grants,
particularly transportation or infrastructure-related grants.
Familiarity with federal grant regulations, including Uniform
Guidance (2 CFR Part 200). Experience in submitting reimbursement
requests to state and federal agencies. Experience working with
multiple funding sources and complex cost allocations. Demonstrated
ability to work effectively, independently, and with flexibility in
a fluid environment. Ability to communicate effectively with
diverse groups and individuals. Strong attention to detail and
ability to manage multiple deadlines. Excellent organizational and
time management skills. Excellent skills using Microsoft Office
(Word, Excel (advanced knowledge), PowerPoint, and Outlook) and
other commonly used office software, including Adobe. Preferred
Experience: Public accounting experience. Experience with Microsoft
Dynamics 365. Experience with Data Analytics Software (Power BI,
