Type: General Public - G Job Duties The Virginia Department of
Education is looking for a Learning and Development Coordinator to
work under the direction of the Director of Organizational
Effectiveness & Employee Experience and in partnership with HR
leadership. This position administers and manages the Commonwealth
of Virginia Learning Center (COVLC) and related learning systems;
oversees the full lifecycle of New Employee Orientation (NEO); and
ensures effective program planning, compliance tracking, and
resource coordination. The Learning and Development Coordinator
will be responsible for the following duties: Coordinate and
determine agency-wide training and organizational development needs
in collaboration with HR leadership and stakeholders. Lead full
lifecycle administration and strategic oversight of New Employee
Orientation (NEO). Conduct organizational needs assessments and
translate business needs into strategic training solutions. Design
and develop agency-wide curricula, instructional materials, and
learning interventions aligned with workforce competencies. Lead
deployment of training initiatives across multiple modalities.
Consult with HR leadership regarding employee lifecycle
enhancements and capability-building strategies. Ensure training
documentation and records meet state retention and audit standards.
Provide supplemental HR support during peak workload periods,
audits, or agency-wide transitions. Minimum Qualifications
Demonstrated experience in instructional design, change management,
strategic planning, or training and development. Knowledge of adult
learning principles, learning styles, and creating effective
learning environments. Demonstrated experience creating and
administering onboarding and new hire orientation programs.
Demonstrated experience evaluating data to analyze agency-wide
programs and make recommendations. Ability to use oral and written
communication to convey information to diverse audiences.
Additional Considerations D emonstrated experience managing the
Commonwealth of Virginia Learning Center (COVLC), Articulate 360,
or other Learning Management Systems. Demonstrated experience with
Microsoft Office at an intermediate to advanced level. Demonstrated
experience providing training and development to leadership.
Demonstrated experience leading agency-wide training and
development initiatives on a large scale. Special Instructions You
