Job Description:

A Family Services Specialist I represents entry-level employees working under close supervision while being trained in the program areas of Adult Protective Services, Child Protective Services, and Foster Care/Adoption. The selected candidate will work under the direct supervision of the Family Services Supervisor responsible for oversight of the Child Protective Services programs. Responsibilities include but are not limited to:
  • Perform all duties related to managing a full workload of Child Protective Services Family Assessments and Investigations.
  • Assess immediate safety of children and implement measures to mitigate safety concerns.
  • Complete well rounded assessments with families and refer to necessary services to reduce risk of future abuse/neglect.
  • Maintain comprehensive and timely documentation of all case work.
  • Prepare court documents and testify in court proceedings.
  • Cultivate relationships with community partners, to include law enforcement, Commonwealth Attorneys office, victim witness, court services, attorneys, school representatives and local services providers.
  • Perform services intake to include accepting Child Protective Services and Adult Protective Services reports, as well as providing community resources to consumers.
  • Provide after hours on-call coverage and respond to emergencies in child/adult protective services and/or foster care.
  • Utilize multidisciplinary teams and other community resources.
  • Implement local, state and federal policies and procedures.
  • Complete mandatory state trainings to implement best practice procedures with regards to casework.

A Family Services Specialist II represents the full performance level. All of the tasks notes above would be performed by a Family Services Specialist II with the employee capable of performing tasks independently and seek supervisory advice on unusual situations or when policies and procedures require supervisory review or involvement.

Minimum Qualifications

Minimum of a Bachelors degree in a Human Services field or minimum of a Bachelors degree in any field with a minimum of two years of appropriate and related experience in a Human Services area as mandated in Section 22VAC40-670-20 of the Administrative Code of Virginia and implemented by the Virginia Board of Social Services.

  • Knowledge of social work principles and practices, human behavior and motivational theory, and social, economic, and health problems. Knowledge of laws, policies, and regulations relating to human services program areas and legal procedures as related to program area.
  • Skill in operating a motor vehicle and holding a valid Virginia Drivers License.
  • Skill in operating a personal computer with associated software, preferably Microsoft Office.
  • Ability to communicate effectively, both orally and in writing. Ability to manage multiple tasks and prioritize work assignments.
  • Ability to plan and manage own work activities including service delivery, preparing reports and correspondence, record keeping responsibilities and related activities.
  • Ability to establish and maintain effective relationships with others and stay abreast of current trends and developments in the social work field.


Preferred Qualifications
Possession of a BSW or MSW degree and/or a Commonwealth of Virginia Social Worker license. Prefer previous experience working with social work principles and practices. Prefer experience with agency associated database programs and software.
  • Prefer experience in Child Protective Services with completion of mandated training programs.
  • Demonstrated ability to interview, assess needs, counsel and refer clients to other resources, as needed.
  • Demonstrated ability to develop and implement service plans in order to ensure the delivery of appropriate services to the client.
  • Ability to analyze case information to make sound judgments within the framework of existing laws, policies, and regulations.


Special Requirements

All offers of employment are contingent upon satisfactory results of the required checks and screening.
Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
